DoV’s Vision
Achieve zero tolerance in corruption prone areas in the Govt. of NCT of Delhi and its local bodies, autonomous bodies, undertakings etc.
DoV’s Mission
- To minimize corruption in public offices of the Govt. of NCT of Delhi.
- To create awareness in public against corruption.
- To encourage the public to bring genuine instances of corruption to knowledge of the Government.
- To discourage false, frivolous, anonymous/pseudonymous complaints.
- To identify corrupt public servants and initiate action against them under the Prevention of Corruption Act, 1988 and for violation of CCS(Conduct) Rules, 1964/AIS Rules.
- To identify sensitive public dealing areas and departments and keep a watchful eye against harassment to common citizen of Delhi.
- To suggest appropriate measures in consultation with public dealing departments of GNCTD for greater transparency and efficiency in service delivery systems.
Organizational set up
The Directorate of Vigilance works under the overall control and supervision of the Chief Secretary, Delhi, who is the Chief Vigilance Officer of Govt. of NCT of Delhi. The Directorate is headed by Pr. Secretary/Secretary-Cum-Director (Vigilance) who is a senior officer of Govt of NCT of Delhi. The Directorate has following two wings:
Vigilance Wing:
- The Branch deals with disciplinary cases against delinquent officials of all departments under the GNCTD. It also deals with the complaints against gazetted/non-gazetted officials. The Wing has a Complaint Handling Policy and a Complaint Handling Mechanism and all complaints received in the Vigilance Wing and also in the Anti Corruption wing are to be subjected to the Complaint Handling Mechanism. It also tenders advice on vigilance matters to CVOs of local bodies and autonomous organizations. The Wing is also the nodal office for coordination with the Central Vigilance Commission and the Central Bureau of Investigation.
COMPLAINT HANDLING POLICY OF THIS DIRECTORATE
a) Complaints pertaining to the Ex-Cadre officials of Autonomous/Local Bodies of Delhi Govt.
Action:- Complaint shall be forwarded to the CVO of the Autonomous Body concerned for further necessary action at their end, as per the provisions of various CVC OMs/DOPT instructions etc. issued from time to time, -
b) Complaints pertaining to officers of Delhi Govt.[IAS/DANICS/GR.I (DASS)] on deputation to Autonomous/ Local Bodies:
Action: DOV to confirm veracity and if confirmed complaint shall be forwarded to the HoD/CVO of the Autonomous/Local Body concerned with the request to send specific comments in the matter.
After receiving the specific comments/report from the CVO of autonomous organization/local bodies, further action shall be taken by DOV.
(c) Complaints pertaining to officers/officials in the Departments of GNCTD:
DASS cadre (Non-Gazetted) and Ex-cadre officers/officials (Both Gazetted & Non-Gazetted):
The Complaints shall be forwarded to the Secretaries/HODs of the concerned department for further necessary action at their end as per CVC guidelines.
IAS, DANICS & Grade-I DASS: To be processed by DOV after following due procedure strictly in accordance with the guidelines of CVC and DOPT/GOI as per following circulars-

The process for dealing with the complaints pertaining to Gazetted Officers and composite cases, the following process shall be followed:-
- First of all complainant shall be called by Regd. AD/Speed Post/telephonically/mail.
- If he/she does not respond, then complainant shall be called again through Registered AD/Speed Post/telephonically/maiI after 15 days
- If complainant responds his/her statement will be recorded to confirm genuineness of the complaint.
Copies of his/her ID and proof in support of his complaint, if any shall be taken.
Also complainant shall be asked If he/she wants to keep his/her identity secret.
- If complainant confirms the complaint further process of enquiry shall be determined, as per the procedure and circulars/guidelines of CVC/DOPT issued from time to time.
- If complainant does not responds or not confirm the complainant, then no action shall be taken and complaint shall be closed. The same being anonymous/pseudonymous in view of Office Memorandum dated 18/10/2013 of DOPT and circular No. 07/11/2014 of CVC.
- Anti Corruption Wing: It conducts surveillance and apprehends corrupt public servants by laying traps and raids. It is also declared as a Police Station having jurisdiction, over officials of GNCTD and Autonomous Bodies and is authorized to investigate all attempts, abetments and conspiracies in relation to or in connection with the offences under the Prevention of Corruption Act.
DoV’s Jurisdiction:
Under CCS(CCA) Rules, 1965 & CCS(Conduct) Rules,1964
- All Departments/Autonomous Bodies/Undertakings of Govt. of NCT of Delhi.
Under Prevention of Corruption Act, 1988
- All Departments/Autonomous Bodies/Undertakings of Govt. of NCT of Delhi
- For prior permission under section 17A of POC Act, all persons who are or were employed in connection with the affairs of Government of NCT of Delhi at the time when the offence under the POC Act was alleged to have been committed.
- Directorate of Vigilance, GNCTD vide Notification No. 1/30/DOV/Admn./2021/11639-646 dated 05.10.2021 has created a Single Window System for processing requests received for seeking previous approval for conduct of Enquiry or Inquiry or Investigation under section 17A of the POC Act, 1988.
- For grant of sanction of prosecution under section 19 of the POC Act, all persons [who are employed, or as the case may be, were at the time of commission of the alleged offence employed in connection with the affairs of GNCTD and are not removable from office without sanction of Government of NCT of Delhi.
DoV’s Services to Government Departments
- Guidance and support to various departments in vigilance matters including departmental proceedings.
- Framing policy guidelines and mechanism for effective vigilance and expeditious disposal of inquiries.
- Organizing trainings and workshops on vigilance and anti corruption measures.
- Suggesting measures for preventive vigilance and develop a culture of trust and transparency instead of culture of secrecy.
- Coordinating with the Central Vigilance Commission and the Central Bureau of Investigation in cases relating to corruption and disciplinary action.
- Accepting and processing the proposals received from the ACB/CBI for prior approval under Section 17A of the POC Act, 1988.
